Wilma was born in Stillwater, Oklahoma on Jan 23, 1931, the oldest of seven children of Roy and Nellie Scaggs. The family moved around some during her childhood, and it was while they were in Vale, Oregon that Wilma met William (Bill) Kiser. She married Bill in November of 1946 and together they had two boys, Robert Lee and Jerry Dean. She and Bill took their family to California where her life was changed by unforeseen circumstances. This resulted in her becoming a widow and single mother for her two sons. In 1964 she returned to Idaho to raise her sons. She married Gordon Lucky in 1973, and they later divorced. She worked for 25 years at St. Lukes medical center retiring in 1995, touching each person whom she supervised to strive to do their best; as she also did within her family.

Wilma was a lifetime member of the Assembly of God church, where she led the WM's group and enjoyed countless trips with the Primetimer's as well. She enjoyed spending time with her family and the holiday dinners were occasions that brought her great joy. She always made people feel welcome in her home and would lend a helping hand where she could.

Wilma is survived by her son Bob (Patty) Kiser of Middleton, her granddaughter Renee Kiser (Jayson) Johnson, of Garden City, grandson Rob (Shelly) Kiser, of Middleton, daughter-in-law Cheryl (Wayne) Barber of Boise, granddaughter Shawna (Ray) Higginbotham of Boise, James Trees of Boise and great grandchildren, Kayla, Katee, Zac, Kelsey, Kylie, Hailee, Sadie, Callee, Jerry, and Zayden. As well as her brothers John (Shirley) Scaggs, of Homedale, Don (Bonnie) Scaggs, of Middleton, Kenny (Teresa) Scaggs, of Caldwell, and sister Linda (Jim) Woods, of Twin Falls.
